Jillian is the Director of Health Professional Outreach at the Connecticut Coalition Against Domestic Violence and Chair of Connecticut's Trafficking in Persons Council. She is the former Executive Director of NARAL Pro-Choice Connecticut and Policy & Communications Director for the Connecticut Alliance to End Sexual Violence. Jillian is recognized as “a woman to watch” by the Connecticut Women’s Education and Legal Fund. She was elected to the West Hartford Board of Education in 2013. Jillian holds a Masters Degree in Policy Practice from the University of Connecticut School of Social Work where she currently serves as Adjunct Faculty.

Experience

  • Director of Health Professional Outreach for the Connecticut Coalition Against Domestic Violence
    • Trained thousands of CT healthcare providers to screen patients for intimate partner violence.
    • Secured one of four grants nationwide to create partnerships between domestic violence programs and community based health centers.
    • Convenes Healthy Youth, a coalition of organizations committed to ensuring students receive K-12 comprehensive sexual health education.
  • Senior Policy Analyst at the Permanent Commission on the Status of Women
    • Worked with lawmakers from both parties to secure near unanimous passage for affirmative consent legislation.
    • Collaborated with advocacy groups to help pass legislation that requires firearm removal when a victim of domestic violence is issued a temporary restraining order.
  • Policy Director of Connecticut Alliance to End Sexual Violence
    • Researched best practice, wrote legislation, and lead advocacy efforts for Connecticut’s landmark campus sexual violence law.
    • Co-wrote legislation and advocated for the successful passage of state law to address Connecticut’s rape kit backlog.
    • Co-wrote legislation and advocated for the successful passage of child sexual abuse & assault prevention and awareness education, K-12.
  • Policy Director at Connecticut Association for Human Services
    • Engaged various partners to form Connecticut’s paid family & medical coalition & pass legislation which created a task force to plan for the program.
    • Worked with State Agency staff to improve Connecticut’s Care4Kids program so parents don’t lose childcare after the birth of a second child.

Appointed & Elected Position

  • Board Member of the West Hartford Board of Education
    • Ensured that Charter Oak International Academy offer both Pre-K 3 & 4 with before and aftercare.
  • Chair, Connecticut Trafficking in Persons Council
    • Wrote legislation and lead advocacy efforts which resulted in state law that increases the penalty and risk for paying to sexually abused children.
    • Worked with legislators and key stakeholders to pass the country’s first law requiring hotels and motels to train all staff on the signs of human trafficking.
    • Identified barriers to prosecuting human trafficking cases and proposed policy solution resulting in the state’s first conviction.
